Org. Setting and Reporting The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. The United Nations Office of Information and Communication Technology's Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. This position is located in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNLB and located in Brindisi, Italy. The incumbent reports to the Chief, ESS. Responsibilities Under the direct supervision of the Chief, ESS, the Chief of Unit will be responsible for the following duties: • Plans and oversees the management of activities undertaken by the Unit; ensures that work and activities are carried out in a timely fashion, coordinating diverse projects in the Unit and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups. • Provides guidance to the Chief,ESS, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional policies and procedures. • Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Provides professional leadership and work direction to the Unit, mentors and supervises the work of new/junior officers, contract staff, etc • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Facilitates communications between OICT/ESS and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT/ESS, for either specific IT services or general technology support, including any charge back mechanisms. • Participates in planning and preparation of the budget, work program and spending plan. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other related duties as assigned. Competencies • PROFESSIONALISM: Knowledge of systems design, and development, management, implementation and maintenance of complex information systems. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms, knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s).
